I see from your message that the screen is not scrolling up as your typing an email in the Mail app. If this is correct, the first place I’d begin is working through the first three steps of this article: If an app unexpectedly quits, stops responding, or won’t open.
If the issue is still persisting, check to see that you’re using the native built-in iOS keyboard, and not a third-party one. To do this go to Settings > General > Keyboard > Keyboards. Here in the US you’ll typically see English (US) and Emoji. If there are any third-party keyboards installed, remove them with the steps under, “Add or delete a third-party keyboard app,” in this article: About the keyboards settings on your iPhone, iPad, and iPod touch.
