You will need to import the image using the Files application then import the image from Files to Photos.

Unfortunately iPad’s Music application does not support importing music files. The only way to populate music inside of iPad’s Music application is to synchronize music from a Macintosh or Windows PC running iTunes, subscribing to Apple Music, or purchasing music from the iTunes Store.
