How to transfer photo from external drive to the iPad OS 13

I try to transfer a photo(jpg) from an external drive to the Photo app on the iPad. Is there a way to do this.

Hello,

Unfortunately iPad’s Music application does not support importing music files. The only way to populate music inside of iPad’s Music application is to synchronize music from a Macintosh or Windows PC running iTunes, subscribing to Apple Music, or purchasing music from the iTunes Store.
