Solution is by @Kenemike2 but his solution is partial correct
You should delete/remove the Cataline copy which you downloaded.
How to do that?
copy and paste the command in your terminal
sudo rm -r /Applications/Install\ macOS\ Catalina.app/

If you've tried downloading the upgrade through "System Preferences > Software Update" a few times and the issue persists, it could be related to an issue with installinfo.plist . To remove it:
sudo rm /Applications/Install macOS Catalina.app/contents/SharedSupport/installinfo.plist
Then try running the installer again. This fixed the issue for me.
I was told if I install Catalina my IPhoto will be gone as Apple is not continuing with that but it is now just Photos
I have an external hard drive with all my photos on it but am told I will no longer be able to access IPhoto.... not good
Delete that version and redownload the installation file again.
If you are using a source other than Apple, use Software Update in
System Preferences to do the installation instead.
Where will that partial download be stored so I can delete it. Checked the download folder, not there
You can find the corrupt download in your Applications folder. It is in your /Applications folder.
sudo rm /Applications/Install\ macOS\ Catalina.app/
... should do the trick.

escape the spaces. its just an app in application folder
Had same problem. Fixed by setting the date on the Mac! Reboot back into whatever MacOS you have running there, and make sure date/time are correct before you start the Catalina install again.
