Can you delete messages on Iphone but keep on IPad?
If you are not using Messages in the Cloud, yes.

You're welcome. Turning it on will sync messages in the cloud, but when you delete a message, it deletes from everything, including the cloud, just like photos would if you have iCloud Photos turned on. Glad you have it all sorted out now.
In that case the answer is yes. I do it all the time.
Oh Heck! I did turn that on the other day thinking it would save my messages in ICloud if I ever needed them!! I turned it off now all is good! Thank you so much Chris!!

Yes me too! Until I updated to IOS 13.1.2 now it deletes off all devices.
Is there a way to get around that?
Are you did not change over to Messages in the Cloud? I just individually deleted Messages from my iPhone and a short time later deleted a different set from my iPad. Same with my MacBook Air. They only way they would sync is if you are using Messages in the Cloud. Check Settings>iCloud>Messages and see if that is turned on.
