Unable to activate

Hello everyone ! I just updated my iPhone 7 plus to iOS 13 and after that I realised that there is network in my phone . It shows that cellular update failed . Then I erase my iPhone to set it up as a new iPhone to make sure that the software is fully updated ! But unfortunately , I can't even set up my iPhone now . May I know what is the actual issue of my iPhone now ?
