Unable to import mail messages after updating to Catalina

I upgraded to Catalina. Upon launching Mail, I am being prompted to import mail messages. When doing so, the process gets stuck after importing about 6,000 messages (700,000 remaining). Attempting import again does not help.

I can't make any changes to the Mail setup/accounts, as the Mail app will not launch until the message import is completed.
