I work at an Apple APR in Lebanon, where DEP is not available.
My customer, who is an international company who has DEP enabled devices in branches in other countries, wants to purchase iOS devices from Lebanon and wants them DEP enabled.
How can I provide this?

You cannot. Their company or MDM administrator will have to enroll those device into their company DEP program using Apple Configurator themselves. Since you’re in Lebanon, devices there cannot be purchased pre-enrolled in that company’s DEP program.
The company IT/admin can enroll any device, purchased anywhere, into their DEP program. But they will need to do that manually themselves for devices the company purchases in Lebanon (or any country where DEP is not available).
