iOS 13.1.2 EQ Not Working

It looks like no one has responded to your question. Here are a couple things that might help others answer your question:

Are you talking about the options at Settings > Music > EQ? Are you saying that when you change those settings, you are not hearing a change in sound? Is this through the iPhone speakers or are you using headphones or a different audio output device?

The difference between some of the presets is pretty subtle. Try this: With a song playing via the Music app, go to Settings > Music and make sure the EQ is set to Flat. Then, while the music is playing, change that to either Loudness or Small Speakers. There is a big difference between Flat and either of those two settings so you should hear changes.
