How can I change the “default” mute when starting a video in iPhone photos App?

iOS 13 mutes videos in the photos app when autoplay is on, to prevent noise being played from your phone if you unintentionally swipe to a video. You can turn off auto play, which removes the default ‘mute’.
Go to Settings > Photos and turn off ‘Auto-Play Videos and Live Photos’.
