None of the 4 devices listed were on beta prior to updating.
I logged out of my Apple ID on both devices and logged back in and seems to have resolved the issue both wirelessly and direct cable connection. Not sure about the future consistency, but at least I was able to get them connect.

i Believe the reason they don’t connect initially is due to a “trust” issue. However if you connect both devices using a USB-C cable the iPad will ask your to “trust” the laptop. Once you have done this it should connect without any future issues.
i had the exact same problem, connected by usb-c and “trusted” the devices to one another then I could immediately use sidecar over WiFi
I can confirm that Settings, General, Reset all settings was a fix for me, but to be honest this is an extreme fix that I consider should be unnecessary. Sidecar should work in both cabled and wifi connection without having to go to that extreme and then set certain aspects of your iPad back up such as iMessage, face recognition etc. afterward JUST so you can have Sidecar working.
That's a bad apple!
Mac didn't recognize iPad so I signed in and out of iPad. Mac then recognized its existence but I got the "time out" message. So I connected by cable, trusted the iPad, then restarted the iPad and it worked. Didn't work until l restarted the iPad. Apple should indicate in System Preferences that you have to have connected by cable first, so the iPad is trusted.
This worked for me, found on some site, don't remember.
Reset All Settings works for some. Yes, it’s a bit drastic but quite a few people say it’s the only thing that worked for them. Go to Settings > General > Reset All Settings
It won't delete any apps or files, but it will reset things like cards set up in Apple Pay and your background, things that didn't matter to me. Now my iPad shows up as "my name-paid " when before it only said "iPad". Its now working and this was after doing EVERYTHING ELSE (and I mean like 5 websites worth of fixes for "Timed out sidecar") I've found, even the answer in this thread. Had to post for others.
I followed the suggestions from this link:

This one works for my case:
Turn off Handoff on both devices and turn it back on. Here is how:
Hope it helps
On Macbook pro 2018, turning the bluetooth off afterwards on, then connecting wirelessly with Sidecar to Ipad(which has bluetooth, wi-fi and hans-off turned on) resolved my problem of not being able to establish connection with Sidecar.
Unchecked handoff in both the Mac and iPad - Solved
(Checked them back on - still works)
I had the same problem. I signed out from Apple ID in my Mac and signed back in, then tried to mirror the screen to iPad. Now the error was changed to Miscellaneous errors occurred. Then, restarting the Mac fixed the issue.
If the AirPlay icon itself is not displayed, Then we have to make sure below things in both iPad and Mac.
I was struggling with this issue for awhile and the following ended up working:
I didn't need to sign out of my apple id on my mac, which I was thankful for.
Logout and re-login from my Apple ID on both machines is working for me
Hi all,
I think I may have just cracked the wireless issue. I had the exact same issue.
to get a wifi connection you need to first connect by cable so the device will trust your MacBook. bit odd but done that and immediately after I could connect over wifi.
Hope this helps you all.
Try toggling off Keep Today View on Home Screen in Display & Brightness Settings on your iPad (for folks on beta version of iPadOS, it's now in a new setting called Home Screen & Dock.)
See if that prevents the device from timing out.
Worked on my iPad (11 inch)
iPad hard reset got it working for me ...
I encountered the same issue as you. I just restarted my MBP2018 with Catelina installed and everything is fine now. Hope this can help.
