I updated the software to 13.1.2 in XS Max, and I do not see SIRI shortcut under setting->Siri & Search now. It has only the sections, 'Ask Siri' and 'Siri Suggestions'
From shortcut app also, Add to SIRI option is not available.
How to enable SIRI shortcut?

able to use siri. able to use shortcut app and create shortcuts.
I used to run the shortcuts by saving a phrase and calling via Siri(with iPhone 7 Plus and iOS 12). But unable to do anymore after the with XS max and iOS 13.
Siri & Search setting doesn't have any Siri Shortcut section and none of the shortcuts in Shortcut app showing me any option to save the phrase to call via Siri as well.
This is fine now.
The issue was that I couldn't trigger/run the shortcut by Siri, by saying the name of the shortcut. Now I added some through Gallery as you suggested and the shortcuts are triggered by Siri.
Also got to know Siri Shortcut section will not be available in Siri & Search setting in iOS 13.

You still vague on what you call Siri to do and how you use the shortcut.
Check out Shortcuts app > Gallery > try out some.
Check Settings > Shortcuts > switch both iCloud Sync & Sync Shortcut Order : ON
And Settings > Siri & Search > Shortcuts > here
Both are ON. problem not solved though.
What problem?
You add using the Shortcuts app > My Shortcuts > Create Shortcuts
I am not able to use Siri to call the shortcuts. I can just run em within the shortcuts app

FYI, yes, there are changes/differences in Shortcuts in iOS 12 and iOS 13
Some apps need to be updated to make them work.
In Siri & Search setting, SIRI shortcuts is not available
