Why can’t I install GarageBand on my iPad?

I have an iPad mini, I installed iOS 13, but I can’t find GarageBand on the App Store unless I google it beforehand, and even then it won’t let me even tap the download button. I have it on my iPod touch already but I was hoping to be able to use it on my iPad as well. I should have more than enough space for it as well, there isn’t much installed on my iPad in he first place.
