With iOS 13 and the newest WatchOS, voice memos recorded on the apple watch are supposed to sync automatically with iPhone. I'm not having luck getting them to sync. Is there a way to manually force the devices to sync?
*note, I am on WiFi. I have cellular data turned off for iCloud syncing intentionally, because it uses a ton of data. They should sync with WiFi, though, right?

My issue was actually solved when I discovered there was a WatchOS update I did not know was available. It apparently fixed sync issues between calendars and contacts, which was listed in the update notes. It must have included other sync fixes, because my voice memos are syncing as they should now.
I had the same issue. What finally worked was to unpair my watch from the phone. Then I did a "erase all content and settings" reset on my watch. Then I set up the watch fresh and did not use a back-up. (backing up from backups caused the watch to run out of space even though I did not have any music or photos on the watch) FYI, I lost all the voice memo's on my watch doing this process. I hope this helps.
I have no problem syncing voice memos with my iPhone. Have you tried uninstalling the voice app and adding it back again? As a last resort you might try a reset.
I have not, and don't want to risk losing the voice memos on my watch by deleting/resetting. Are you using WiFi or cellular when yours syncs?
