Phone is using location services with almost everything off

Why the phone is still using the location services with everything off? i turned all my apps to never just left google maps, and find my on on on system services

Still when i pick up the phone i see the icon the GPS on trying to locate my phone? why this is happening? i noticed this behavior with IOS13 only what app or what is causing this? when i go to the location services menu to see what app used do not show anything
