File Format
After installing Catalina , My USB becomes read only though it is FAT 32 file format. IT was ok in High Sierra and Mojave

I see from your post that you have an external USB disk that only gives you read only access after upgrading to macOS Catalina.
Check out this section of the macOS User Guide called Change permissions for files, folders, or disks on Mac and try the steps provided.
