Most text is replaced with question marks inside of boxes.

It's mainly on email and certain websites.

It isn't a font issue, I've tried all of the recommended things for that.

What else could it be?

Are you visiting a site that uses Asian characters? The only time I have seen question marks is on a Windows PC which does not have the proper language pack installed, and when visiting a web site (or reading an email) that doesn't properly encode the header to tell your browser how to decode the screen. This happens frequently in Japanese, which has four different encoding methods which predate Unicode.


Some browsers and mail readers have an option to manually specify the language of the page when automatic detection gets it wrong.
