iCloud keychain won't turn on

I upgraded to Catalina on Mac, now my iPhone won't allow me to turn on the iCloud keychain. There is a slider in off position, no other options. When I move the slider, I get the rotating spines, and then it returns to the off position. I have signed out of iCloud and signed back in and restarted the phone. Same problem on my iPad.

I've tried everything, and read the keychain support page several times, and cannot turn off the keychain on my iPhone X running iOS 13.7. iOS 15 iCloud Tabs and Keychain Issues iCloud Tabs don’t t show up on iPhone 11, but MacBook and iPad working fine between the two. Conversely, Safari tabs open on iPhone do not show up on either device (MBP/iPad). iCloud Keychain active on MBP/iPad, but cannot activate on iPhone. Toggle it on, it’s shows progress, but it loops back to On/Off screen. Safari on iPhone 11 freezes and unexpectedly quits when trying to register new password on a few websites. iOS Devices are running 15. MBP is on Catalina with all security updates current. Logged out of iCloud on all devices and changed iCloud password. Logged back in. Turned services off and back on for all three. No change. tough it out and wait for subsequent iOS release/update or take the hit and Factory Reset and install previous iOS version backup from before installing 15?

iCloud Keychain stuck off I get to the on/off toggle for iCloud Keychain on my iPad just fine. My problem is that the toggle won’t flip to the on position. Why is it stuck and how do I fix it. All my other iCloud stuff seems to work fine on this iPad, my phone, and my iMac. The only problem is the iCloud Keychain on my iPad.

Same question and do I have to upgrade to Catalina on my Mac in order for Keychain to turn on on my iPhone?

Okay, it's all fixed now. The slider was grayed out. I left it on that page for a while and finally a message popped up on my iPad asking me to verify the iPhone. Then I could turn on the iCloud keychain. I don't know why. Everything else in iCloud was already working.
