Opening contacs
After closing contact app, if open it again it shows the previous used contact on ios 13

Welcome to Apple Support Communities. I understand that you closed the Contacts app and upon re-opening the app, you're seeing the previously used contact. I'll be happy to help.
It's expected behavior if you closed and reopen an app as it is in standby mode. Force closing an app is used only when an app is unresponsive, which will entirely close out the app. Here's more information: How to force an app to close on your iPhone, iPad, or iPod touch
