Does Apple TV 3G (A1469) have an App Store to download and use apps like 4K?
If so, then where is it? I cannot seem to find it. It has the (lat/new)est tvOS updates.

No, the App Store isn’t available for Apple TV (3rd generation or earlier).
You would need an Apple TV (4th generation or later) to access the tvOS App Store.
