IOS 13.1.2
Ringer is intermediately working.
Phone not on silent, DND is off, Not connected to bluetooth.
Its was working fine with IOS 12.
I have iPhone SE with iOS 13.1.2 and iPhone 6 with iOS 12.4.2. I do not have any issue of Ringer as described by you in your post.
This could be a mere coincidence of an IOS update and your Ringer volume settings change.
My iPhone 8 Plus doesn’t ring after upgrading iOS to 13.1.2. This is an issue that cannot be solved in person by Apple Store technical people. Will 13.2 fix it?
It is too inconvenient that it doesn’t ring and vibrate now no matter what settings are applied!
I just experienced the same issue and resolved it by rebooting my iPhone X. Generally, I reboot my iphone every week as this does take care of some of the glitches like this.
