Why doesn't the settings in the Photos app stay in the original settings that have been adjusted to the same values? It does not work in OS Catalina as it does in High Siera

Do you mean the adjustments you applied in earlier versions of Photos? When an application is upgraded to a newer version, and the algorithms for the adjustments or the camera effects have changed, the Adjustment panel may look different after the upgrade. If you used older versions of the adjustments, the sliders may now all back to zero and you may have to revert the photo to original, before you can apply further adjustemnts.

Not. In the previous version, the original settings remained for the next print. now I have to manually set everything before and every time over and over. Although there were a lot of things to improve on the previous version, it could be used well for frequent paper photo printing. For the new OS version I will be waiting for some update.

Then I misunderstood your question, sorry. You are asking about the setting in the Print dialog? I have not printed my photos for many years, so I cannot help with the Print settings.

If selected settings do not keep, there may be a problem with the permissions in your home folder. Photos may not be able to save the preferences. It may also be a corrupted preferences file.

You could try to repair your user home folder. See: Resolve issues caused by changing the permissions of items in your home folder - Apple Support
