Why doesn’t Apple provide Preview, with its basic but useful PDF and image editing features, for iPad? Now with iPadOS, I would think they could port Preview over. If there is no iPad Preview app, what is a good simple PDF / image editor? I have tried GoodReader (works, but is awkward).

Apple's Preview offers 2 main toolsets, basic photo editing and PDF Markup.
You can use Markup on PDF documents in iPad's Files application.
You can edit photos in the Photos application.
Is there a specific feature that you would like from Preview on iPad?
PDF Pro 3, PDF element or Goodreader Pro.
Adobe acrobat reader is free for iOS and iPadOS. There is also PDF Expert, Documents by Readdle are good. Those two are PDF markup apps, like GoodReader is so not merely PDF readers.
What is a good iPadOS counterpart of Preview on MacOS?
