I would like to understand if we can upgrade iOS on a iPhone 6 plus from 12.4.2 to 13.1 now. We are not getting automatic updates to upgrade to iOS 13.1 on the device.
Any pointers will be helpful.

The iPhone 6 and 6 Plus is too old and incapable / underpowered of running iOS 13. iOS 13 requires atleast 2 GB of RAM and the iPhone 6 / 6 Plus has only 1 GB.
If you want iOS 13, you need to buy a newer iPhone model.
It will never get an update to iOS 13.1.2. As has been explained, it is too old and under powered to run iOS 13. If you want iOS 13, then it's time to retire your 5 year old iPhone and get a newer iPhone which can run iOS 13.
Ok, I got it. I have seen the iOS 13.1 compatible list, probably overlooked 6s plus with 6 plus. Any clue when 6 plus device will get an upgrade to 13.x iOS?
Never. I explained it, your device is too old and incapable. It will NEVER recieve iOS 13, it can't.
You need a new iPhone if you want iOS 13.
