The Keynote will be available to stream on apple.com, the Apple Developer app, the Apple TV app, and the Apple YouTube channel. On-demand playback will be available after the conclusion of the stream.

See If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support. If you're trying to update using iTunes try over the air instead, or vice versa. Note the current version of iOS for your device should be 12.4.2.
