Apple TV+ is Apple’s own streaming service with original content. It will not feature TCM content.
The Apple TV app does feature a number of Channels with content from 3rd parties. TCM hasn’t been listed among them.
You can watch TCM on your iPhone, iPad or Apple TV set-top box with their own app, or on the web.
