Stuck on iPhone analytics

I have recently bought and XR and have began to set it up. After attempting to start the phone using my iCloud backup from my 6S I have got as far as the iPhone analytics page in the setup where now there is a spinning wheel in the top right corner and hasn’t been spinning for hours.

How long should this take to setup and what does the wheel mean?
