my iphone 7 is telling me that too many free icloud accounts have been used on this iphone and wont let me sign into my icloud
how do i sign into my icloud when its saying too many free icloud accounts have been activated on this iphone?

Create a new ID (if necessary) and sign into iCloud using the same Apple ID on another Apple device/computer. You should then be able to sign in.
