unresponsive screen in some apps

Hi, does anyone get the problem when some apps (randomly, for example it happened in whatsapp and contacts app) screen is not responding to touch. You can still open other apps and close current one , but after re-open it screen not responding in the app. Pressing the right side button and unlock the phone solves the problem with the certain app, but it happens randomly and a bit annoing, especially when you doing something important, like trying to make a call... Did anyone got this proplem lately? iPhone XR , iOS13...

iOS 13.1.3 was released a few days ago, if you haven't updated yet, that would also be a good idea.
