Apple has replaced iPhoto by Photos for Mac in 2015. Since then iPhoto is no longer sold at the AppStore and there have not been any updates.

Use the Photos for Mac application to create a Photos Library from the iPhoto Library, so you can work with your Photos in Photos.

If you have not moved the iPhoto Library to an external volume, and it is still in the default location, the Pictures folder, the simplest way to switch from iPhoto to Photos would be to drag the crossed out iPhoto.app onto the Photos icon in the Dock. The Photos icon looks like a rainbow coloured flower.

If this simple migration does not work and Photos comes up with an empty library, hold down the options key ⌥ while you double-click the Photos icon in the Dock. Release the options key, when you are seeing the library chooser dialog. Select your iPhoto Library to open it.
