Upgraded to Catalina but won’t finish “setting up”.
2 hours of the spinning “Setting up” icon....
You'll have to power down then try a Safe Boot.
Safe Boot from the HD, (holding Shift key down at bootup), does the problem occur in Safe Mode?

I finally, after three hours of nothing going forward, powered off then started fresh.
After about ten minutes it started properly.
Seems ok now.
