shared notes notification only while using the app

Shared Note created by iPad owner shared with iPhone user, both OS fully updated, hide notifications for Note off, Notifications for Notes set to banner and lock screen On.

Edit notifications don’t happen unless App is open. All other app notifications (Mail, Message) working, just not Notes. Looks like a bug...suggestions appreciated. Thank you.
