New IOS on I pad

The new operating system has an issue on my I Pad. Namely, when the most recent APPS are displayed at the bottom of my screen, I can't touch them and bring up the site. I have to return to the main menu display. Why is that?

Yes I’ve noticed this since iPadOS

Appears to be a bug
