Do I still need to purchase a new Apple TV 4K box even tho my tv has the apple app built in?

Depends on what you want to do. Your TV would have access to the TV app, but the Apple TV Hardware provides other things, beyond access to that app and there would still be limits to what you can do with it on a 3rd party platform.
