iclouddrive archive
After upgrading to Catalina, I had to log out on iCloud and log in again. iCloud works fine again. Is it safe to delete the new folder iClouddrive (archive)?

Let the folder iCloud Drive ( archive ) be saved in home folder , as it's a duplicate of documents saved in iCloud server , by mistake if you delete documents from iCloud Drive or iCloud.com and move to trash and empty the trash , the documents are immediately deleted from the server .
Make you sure you always turn on iCloud Drive and desktops and documents box is checked see these articles https://support.apple.com/en-in/HT204025

If these are turned as on , as what you inquired to delete iCloud Drive ( archive ) documents they will be removed from home folder path , but still there both in iCloud Drive and iCloud.com and will not effect in any way .
