This seems a common problem and I too tried a few solutions. Some seemed to work and then after the Macbook went to sleep or was closed down I was back at square one. I cautiously repeat the below solution which is currently lasting.

  1. Open system preferences
  2. Open Network
  3. Click on Locations (it probably says automatic)
  4. Go to edit locations and then click on + sign
  5. Name your new location, anything will do
  6. Try and log onto a WiFi network where you know the network name and password. Your home network might work well.
  7. If this works go back to Automatic and this should work too

This has been working for me so far. I did it once and after a few reboots and changes of location it seems to be OK.

It seems like you might have a network issue, try to confirm if SOCKS proxy turned on. You can check that by going system preferences>network> wi-fi (or ethernet)> advanced> proxies > and untick SOCKS proxy. While on the same menu I also would advise you to select the option "TCP/IP" and click on "renew DHCP lease"

I also would advise you to try:

and last but not least to try to do safe mode and to reset smc, here's the articles for that:
