How to set video thumbnail ios13.1.2

Is there any way to set a video thumbnail using my iPhone 11 with ios 13? With Live Photos I can open them in Photos and “set key photo” but in videos there’s no such option. I think there used to be a “gear” I could click to set the video thumbnail but it’s not there anymore...unless it’s been moved to some obscure place. TIA.
