If I understand correctly, the communication between the teachers device and the student devices is BlueTooth. What is Wi-Fi used for? I've seen it listed as a requirement to have Wi-Fi turned on.

Students still need WiFi for access to the internet.
Bluetooth is used for the management feature.
If the iPads are set up as shared devices, when students log off it automatically uploads and syncs to the Managed Apple ID.
