updated to 13.1.2 and then 13.1.3 - my contacts show as names, but they have NO content in them. I tried to import vcards from icloud, as new contacts or as updates and nothing was saved. I created new contacts and it doesn't save them. not sure if a fix if in process?

You mentioned trying to import the vCards from iCloud. It sounds like the Contacts show as expected in the iCloud website and other devices. If this is accurate, go to Settings > Your Name > iCloud on your iPhone and turn off Contacts. Restart your iPhone using these steps:
Restart your iPhone, iPad, or iPod touch
Turn Contacts back on after restarting and see if they look as expected. If not, go to Settings > Your Name and tap Sign Out at the bottom. Restart your iPhone after completing the sign out process and then sign back in.
If that doesn’t help, back up your iPhone and reinstall the latest update with these steps:

If you can't update or restore your iPhone, iPad, or iPod touch

Hello: I tried the first contacts on/off solution about 12 times. I worked through that with online help, with one tech support person and had it escalated to a supervisor.
i've now tried your restore backup suggestion twice now. both times I receive the following message upon trying the restoration process
as you can see by the status bar I have space free - between about 17 gB actually (see below). I deleted a handful of apps and photos to free up space (originally had 9gb free).
the phone restarts, and the problem with the contacts persists.
