"Authorization Failed" in App store IOS 13

My iPad, which has been updated to IOS 13, is not being recognised by the App Store, I keep getting the message "Authorization Failed" and "Cannot Login". I'm not having any issues with my older devices, still operating on IOS12, and I'm using the same login, which makes me think this is an IOS 13 issue. I can't update or download apps. Is there a work around? I was hoping the 13.1.3 fix would solve this issue but nope.
