Apple notes not displaying text in pdf

On both my iPad Pro and iPhone X (both on the latest OS) - when I want to share a note using Apple notes to pdf using the “share, make pdf” option it saves a blank page without any text?

I have trouble shooted a few settings but cannot seem to resolve it.
