Problem deleting "iCloud Drive (Archive)" Folder

I'm running the released version of macOS 10.15 Catalina.


At some point during the beta period, I logged out of iCloud and created a backup of my iCloud Drive on my Mac.


My current problem is that I cannot delete the resulting "iCloud Drive (Archive)" folder or any of its sub-folders.


When I try to delete the folder (or any of its sub-folders), I get the following error message:

"The operation can’t be completed because “<folder name>” needs to be downloaded."


I have stripped the folder and its sub-folders of all files, so all that exists is an empty folder tree.


Any ideas?

This seemed like a good solution and I was encouraged that after hours of searching it would finally work. But when I tried it I got "The operation can’t be completed because the item “Data” is in use." Now I'm almost positive that "data" refers to my Time Machine "data" volume - Time Machine is currently on manual - it's "off" more or less so not currently backing up although it could have been at the time the iCloud Drive Archive was made.


Are you (pjsercel) on Catalina OS?
