My phone got ran over by a car. Screen still turns on but is shattered and has the green lines going up and down it. Would it be covered by the 1 years warranty to be replaced or would I need to get it fixed.

Absolutely not. The warranty covers manufacturing defects. A car running over your iPhone is accidental damage and it is not covered.
You will need to schedule an appointment at your Apple Store Genius Bar and show it to them. If the back is also damaged, it will require replacing. If you have AppleCare+ the cost is lower. If you don't have AppleCare+ it will cost about 60% of the original purchase price of the phone when it was new.
