iOS 13.1.3 Bug
Please see date/time and battery level in my iPhone’s right corners instead of the usual up place.
anyone knows if it a bug ?

I see that after updating to iOS 13.1.3 you're seeing the status bar on your iPhone displayed in landscape orientation. I can see why you'd reach out about this; I'd like to help. First, if you haven't already, Restart your iPhone
If the behavior persists after restarting your device, I'd suggest reinstalling iOS 13.1.3. First, create a recent backup: Back up iPhone
Next, use the steps titled "Put your device in recovery mode and set it up again" to reinstall iOS to your device; be sure to closely follow step four and choose to "Update" in order to prevent data loss: If you can't update or restore your iPhone, iPad, or iPod touch
