I just updated to 13.1.3 last night. Today I wanted to add a boarding pass to my wallet and I keep getting the message 'Safari cannot download this file.' I never had this happen before. How can I add my pass?

How to use Wallet on your iPhone, iPod touch, and Apple Watch -- See if there's a Wallet-enabled app to add your boarding pass to the Wallet on your iPhone.
Restart your iPhone, iPad, or iPod touch -- If there isn't an app available, restart your iPhone. Once it's returned to the Home screen, see if you can add the boarding pass now.

I have the same problem, I cannot load the boarding pass after updated the phone 13.1.3. I got the following message “ Safari cannot download this file.” I restart the phone several times without success. There is not an app to unable apple wallet. I have never had this problem before.
It won't work in Chrome either.
