how can I manage and choose photos to upload on iCloud?
is there any way to choose photos for upload on iCloud?

iCloud Photos for an iOS device is all or nothing (i.e., if it is turned on, all of the photos on the device sync to iCloud). The Optimize Photos option can be turned on or off and if it is on, some photos on your device may be space-saving versions.
