Flag colors out of order on Mail 13.0 on Catalina

I understand that flag colors on MacOS Mail are supposed to sort this way:


Red, orange, yellow, green, blue, purple, gray.


This is how Mail looks on my Mac (with account names erased):



As you can see, the flags under the "Flagged" column on the left are in a different order than the sorted messages (sorted by Flags) on the right. When I right-click a message to add or change a flag, the list that appears in the pop-up is in the same order as the list on the left, which is to say it is wrong, too.


Does anyone have any idea how to get Mail to behave correctly with respect to flags & their colors?

I have seen this problem with flags disappearing, although it is not always the Red flag which is missing. They all come back if I click on "Flagged" to show all the flagged messages. But if I start selecting individual flag colours, other flags will gradually disappear. I have learned to "reset" the flags by periodically clicking "Flagged" to show all, but it is still annoying.

This is another one of those small, irksome changes that makes you wonder "Why??" I routinely flag my emails, and since switching to Catalina, every time I do, I have this small, irritating urge to do SOMETHING to return the colors to their original-- and much more logical--- order. I'd happily go into Terminal and tinker with a bit of code if that would do the job.
