Why won't my iPad Air A1474 recognize and download the new operating system?

Apple did not declare your iPad obsolete. It just will not support the newer iOS updates. Does it work now? If yes, then you can still continue using it, no problem. If it doesn't work, then you consider replacing it with a newer model if necessary.

I haven't had a Mac or smaller iDevice sync with anything else, but Google Drive/Photos and DropBox for many years now, as my 10-year old iMac needs to stay on certain older OS versions to accommodate much of my older, legacy software.
Disappointing that Apple would declare my iPad obsolete. Now it won't sync with my iPhone or Mac or MacBook.
