ipad 2013 does not update more than ios10.xx preventing the use of many apps

hello. i have an ipad 2013. it does not update to ios 13, just 10.xx. trying to install netflix, it won't install as it requires ios12 or later, and there is no option to install an older version of netflix, and many other applications like word and pages and many many other apps. the ipad is useless. is there a solution, please?
