4 g apple tv , blue square issue

house power went off for about 30 seconds , when i turned on my apple tv 4G 64 GB , a blue square was going around the screen and a outline image of the remote appeared . this now happens every time i make a change , change app or what i was watching in the app . it goes around the screen maybe 5 times than stops till the next change .
