If you still can’t connect, contact Apple Support to get help with your iPhone or iPad (Wi-Fi + Cellular).

If there was a hardware problem, it would be with the android device, if it connecting to other phones.

Where are you seeing an authentication message, on the Android device? When you turn on Personal Hotspot, does it seem to be working, or do you see an error on the iPhone? If you are seeing an error on the iPhone before even attempting to connect the Android device, contact your carrier. They control the Personal Hotspot.
